Consultancy to Conduct Endline Evaluation for I-JET in ASEAN Program

About the role

Oxfam in Cambodia seeks to engage an independent consultant or consulting team to undertake the Endline Evaluation of the Influencing Just Energy Transition (I-JET) Project .

The evaluation will determine the extent to which the project has achieved its intended outcomes against its Theory of Change in advancing a gender-responsive and socially inclusive just energy transition across ASEAN, while identifying lessons learned, good practices and evidence-based recommendations to strengthen accountability and organisational learning.

The evaluation will involve partners in shaping and interpreting the evaluation findings and will be conducted within a total of 30 working days from October 2026 until March 2027.

About the project

The I-JET Project is a regional initiative funded by the Australian Government through the Australian NGO Cooperation Program (ANCP) from 1 July 2022 to 30 June 2027.

The project is jointly implemented by Oxfam International-Asia with the Climate Action Network Southeast Asia (CANSEA), the ASEAN Centre for Energy (ACE), Oxfam in Cambodia, Oxfam Pilipinas, Oxfam in Laos and Oxfam in Vietnam, in collaboration with civil society organisations and other strategic partners.

The project seeks to strengthen the capacity and leadership of CSOs, people with disabilities and other marginalised groups to influence energy policies and promote sustainable community-owned renewable energy solutions (SCORE).

Objectives of the evaluation

The evaluation will assess the overall performance of the I-JET Project against relevant OECD-DAC evaluation criteria.

Determine the extent to which the project achieved its intended outcomes in promoting a gender-responsive and socially inclusive just energy transition, including its contributions to narrative change, policy influence and financing for SCORE solutions.

Assess the effectiveness of the project’s implementation strategies, partnerships, stakeholder engagement and capacity-strengthening approaches in empowering networks, diverse leaders and people with disabilities to engage decision-makers and influence energy policies and implement SCORE solutions.

Identify key achievements, lessons learned, good practices, challenges and unintended outcomes to strengthen organisational learning and improve and inform decision-making on future programming.

Provide evidence-based recommendations to enhance the sustainability of project outcomes.

Scope

The Endline Evaluation will cover the project implementation period from 1 July 2022 to 30 June 2027 , regional-level project interventions in ASEAN through regional partners, as well as national-level interventions in Cambodia and the Philippines, including Laos and Vietnam where they formed part of the project’s early years.

Key deliverables

Inception Report and presentation – October 2026: outlining the evaluation design, methodology, finalised evaluation matrix, sampling strategy, data collection tools, work plan, quality assurance measures, detailed fieldwork schedule and budget plan.

Data Collection – November 2026 to January 2027: collecting relevant data through KIIs, FGDs and a field visit in the Philippines, and confirming key findings through validation workshops with each partner.

Draft Evaluation Findings – February 2027: preparing and presenting the first draft evaluation report, including key findings, conclusions, lessons learned and preliminary recommendations.

Final Endline Evaluation Report – March 2027: submitting and presenting the final evaluation report together with the executive summary, presentation materials, final datasets where applicable, interview guides, survey questionnaires and other relevant evaluation tools developed during the assignment.
