As part of the continued growth of AEC and the wider OCU-ANZ group, we are seeking an experienced and strategic HSE leader to drive the ongoing development, implementation, and continuous improvement of HSE systems, culture, and operational performance across the business.

 

The Opportunity

AEC is seeking an experienced and proactive HSE Manager  to provide strategic and operational leadership across our growing portfolio of renewable energy, power infrastructure, and construction projects. This role is critical in ensuring consistent HSE standards, systems, and governance are implemented across all business units, project operations, and support functions throughout the AEC and OCU-ANZ portfolio. You will work closely with executive leadership, operational teams, clients, and external stakeholders to strengthen compliance, improve performance, and foster a strong safety-first culture across the organisation.

Key Responsibilities

HSE Leadership & Governance

  • Lead the development, implementation, and continual improvement of AEC’s HSE strategy, systems, policies, procedures, and initiatives.
  • Provide visible leadership and strategic direction to promote a proactive and positive safety culture across all business operations.
  • Ensure compliance with WHS legislation, environmental obligations, industry standards, and client requirements across all projects and business units.
  • Manage and maintain AEC’s Integrated Management System (IMS) in line with ISO 9001, ISO 14001, and ISO 45001 standards.
  • Develop and oversee HSE management plans, operational procedures, and project-specific risk management documentation.
  • Monitor HSE performance metrics, lead and lag indicators, and provide reporting and insights to executive leadership.
  • Lead and coordinate company-wide HSE meetings, strategic initiatives, and business improvement activities.

 

Operational Support & Risk Management

  • Provide expert advice and operational support to project and business leaders regarding critical risks, hazards, and compliance obligations.
  • Lead incident investigations, root cause analysis (i.e.ICAM), and corrective action management.
  • Conduct audits, inspections, compliance reviews, and risk assessments across operational sites and business functions.
  • Support operational teams with the development and review of SWMS, JSEAs, CRAWs, and safe work methodologies.
  • Ensure effective hazard management processes are implemented and maintained across the business.
  • Support pre-contracts and project delivery teams with client HSE requirements, tender submissions, and operational planning.

 

Training, Culture & Continuous Improvement

  • Foster a strong safety-first culture through leadership, coaching, mentoring, and positive engagement across all levels of the business.
  • Develop and implement HSE training programs, toolbox talks, leadership initiatives, and workforce competency frameworks.
  • Mentor and support HSE personnel and operational leaders to improve HSE capability and performance outcomes.
  • Promote innovation, knowledge sharing, and continual improvement initiatives across AEC and OCU-ANZ operations.
  • Maintain accurate HSE documentation, audit records, incident reports, and compliance registers.

 

Skills, Experience & Qualifications

  • Minimum 10+ years’ experience in senior HSE leadership roles within renewable energy, construction, civil infrastructure, mining, utilities, or other high-risk industries.
  • Demonstrated experience working within renewable energy projects and environments (solar, wind, BESS, HV infrastructure highly regarded).
  • Proven experience managing HSE teams across multiple regions and remote project locations .
  • Strong background in high-risk industry environments , with a practical understanding of operational risk and field-based execution.
  • Tertiary qualifications in Work Health and Safety or a related HSE discipline (Diploma minimum; Degree preferred).
  • Lead Auditor qualifications highly regarded.
  • Strong working knowledge of WHS legislation, ISO 9001, ISO 14001, and ISO 45001 systems and standards.
  • Proven experience conducting audits, investigations, ICAMs, risk management processes, and compliance activities.
  • Demonstrated ability to influence organisational culture and drive continual improvement initiatives.
  • Strong leadership, communication, stakeholder engagement, and team development capabilities.
  • High attention to detail with strong reporting, analytical, and documentation skills.
  • Competent using HSE reporting systems and digital safety platforms.
  • Construction White Card and Open Driver’s Licence required.
  • Ability to travel regularly (at least monthly) to project sites across Australia and New Zealand.
  • Full Australian working rights.
