Hays are partnering with a local council in Melbournes southeastern suburbs whore seeking an experienced Senior Project Manager to lead a high-profile transformation initiative.This is a unique opportunity to drive the design and implementation of a 4-year Capital Works Planning Framework, fundamentally transforming how infrastructure investment is planned, prioritised and delivered.
About the roleThis role will lead a complex, organisation-wide service improvement initiative to transition the Council from an annual capital planning approach to a structured, multi-year model. You will design, test, implement and embed a 4-year Capital Works Planning Framework within the broader integrated strategic planning environment, including developing a working model program, validating it using real data, and scaling it into a sustainable, organisation-wide framework.It will also drive alignment between strategic priorities, service outcomes and infrastructure investment, improve visibility of future commitments, and strengthen governance and prioritisation. Operating within a dynamic and evolving environment, you will deliver outcomes through an agile, staged program approach while managing complex stakeholder relationships across infrastructure planning, delivery and governance.
Key Responsibilities

Lead the end-to-end delivery of a high-impact service improvement initiative aligned to organisational strategy. Deliver projects to agreed time, cost, scope and quality parameters in accordance with project management frameworks and governance requirements. Develop, manage and monitor project plans, risks, budgets, reporting and outcomes. Establish and lead governance structures including steering committees and working groups. Engage and influence a broad range of stakeholders across infrastructure, finance, planning and executive leadership. Manage risks and issues with clear mitigation strategies and proactive communication to stakeholders. Oversee procurement activities and manage external consultants, contractors and vendors. Collaborate with change management professionals to embed sustainable organisational change. Drive improvements in planning, governance, prioritisation and long-term capital investment decision-making.

Key Selection CriteriaDemonstrated experience delivering complex infrastructure or capital works programs in large or complex organisations (local government highly regarded).Proven ability to lead enterprise-wide transformation or service improvement initiatives.Strong project and program management expertise (PRINCE2, PMP, Agile or similar).Experience operating in complex governance environments with evolving priorities and ambiguity.Exceptional stakeholder management skills with the ability to influence senior leaders and cross-functional teams.Strong communication, facilitation and presentation skills, including experience running workshops.Solid understanding of capital planning, infrastructure delivery and governance frameworks.Experience in financial management, budgeting and working within procurement frameworks (RFQ/RFT).Relevant tertiary qualifications or equivalent experience in project management, infrastructure or a related discipline.Ability to navigate ambiguity and deliver outcomes through collaboration, adaptability and innovation.
